ICF International seeks a Head Start Disabilities Content Specialist to provide content expertise to the Head Start Grantee Performance Support Specialist (GPSS) project in Region 11 (American Indian-Alaska Native population) This position is based in Washington DC and reports to the Regional Manager. The Disabilities Content Specialist would provide Disabilities support and information to the GPSS staff and deliver Training and Technical Assistance to grantees throughout the region. Under the direction of the GPSS Regional Manager the Head Start Disabilities Content Specialist will:

  • Provide Training and Technical Assistance (TTA) to grantees in the areas of Disabilities based on grantee need identified through the OHS Risk Management process, monitoring reviews, Program Information Report data, from grantees and GPSS Specialists.
  • Assist grantees with deficiencies related to Disabilities and ensure the completion of Quality Improvement Plans.
  • Develop communication and collaboration between lead agencies for Part B and C of the Individuals with Disabilities Act (IDEA) as well as Developmental Disability Councils.
  • Build partnerships with State Child Welfare Agencies to address the needs of children with disabilities in foster care.
  • Support teachers and parents efforts to address the needs of children with behavioral, emotional and mental health concerns.
  • Assist grantees develop and implement agreements between LEAs.
  • Serve as a resource to grantees, GPSSs, AIAN Program staff in all areas of Disabilities as well as promote inclusion of children with disabilities and enable program accessibility.


Demonstrated experience in providing American Indian-Alaska Native grantees and GPSS staff with Head Start specific Disabilities Content consulting and documentation support strongly preferred. Bachelor's Degree required, Master's Degree preferred. The successful candidate must have experience working independently and with a geographically diverse team, possess strong customer service and problem solving skills, be able to respond effectively to changing priorities, and be a strong team player. The successful candidate must be able to demonstrate skills in Microsoft Office including Word and Excel. Excellent written and oral communication, organization, and prioritization skills required with a high level of accuracy and discretion essential.
